DSA Notice & Takedown

Interstellar Express ("we", "us") operates interstellarxp.com, a platform that allows users to publish pixel art, audio tracks, and other user-generated content. As an online platform subject to the EU Digital Services Act (DSA), we provide the following information about our content moderation, reporting mechanisms, and transparency obligations.

Platform Classification

Interstellar Express is a small online platformas defined by the DSA (Art. 33). We have fewer than 45 million monthly active users in the EU and do not qualify as a "Very Large Online Platform" (VLOP). Accordingly, the heavier obligations applicable to VLOPs (systemic risk assessments, independent audits) do not apply to us, but we voluntarily commit to the core DSA principles of transparency and effective redress.

How to Report Illegal Content (Notice & Action)

Any person or organisation may submit a notice to report content on our platform that they believe is illegal under EU or Member State law. A valid notice under Art. 16 DSA must include:

  • Sufficiently precise identification of the allegedly illegal content — include the URL and/or position number of the wagon or track.
  • Explanation of why you consider the content illegal — reference the specific law or regulation you believe is violated.
  • Your contact information — name and email address.
  • A statement that you believe in good faith that the content is illegal and that the information in the notice is accurate.

We accept notices in English and any official EU language. We will reply in English or the language of your notice where possible.

Response Timelines

  • Acknowledgement: Within 24 hours of receiving a valid notice.
  • Decision: Within 72 hours for most content; sooner for CSAM or content involving imminent threat to life.
  • CSAM: Immediately removed and reported to the Irish IWF hotline and law enforcement. No exceptions.
  • Terrorist content: Removed within 1 hour of a valid order from a competent authority (in accordance with TERREG Regulation (EU) 2021/784).

What Happens After You Submit a Notice

We will review your notice and, if it satisfies the requirements above, investigate promptly. We will notify you of the outcome, including:

  • Whether the content was removed, restricted, or kept up — and the reason for our decision.
  • Any available internal appeal options.
  • Your right to seek out-of-court dispute settlement (see below).

If we do not act on a notice (because we consider the content lawful), we will explain why. We will not disclose your personal information to the content creator without your consent or a legal obligation.

Rights of Content Creators

If your content is removed or restricted following a notice, we will notify you with:

  • The reason for the restriction.
  • Information about how to appeal the decision via our internal complaint mechanism.
  • Information about out-of-court redress options.

To appeal, email appeals@interstellarxp.com within 14 days of the notification.

Out-of-Court Dispute Settlement

Users and complainants have the right to use a certified DSA out-of-court dispute settlement body (Art. 21 DSA) if they are dissatisfied with our content moderation decisions. A list of certified bodies is maintained by national Digital Services Coordinators. For Ireland, contact the Competition and Consumer Protection Commission (CCPC).

Law Enforcement & Judicial Orders

National judicial or administrative authorities may issue content removal or information disclosure orders in accordance with DSA Art. 9–10. Such orders must be sent to:

Please include the issuing authority, the legal basis, and the specific content or data requested. We will acknowledge within 24 hours and act in accordance with applicable law.

Transparency & Reporting

In accordance with DSA Art. 15, we publish the following information:

  • Moderation system: All user-generated content is reviewed manually by our moderation team before publication. We use no fully automated content moderation for removal decisions.
  • Content decisions: Removal decisions distinguish between "soft reject" (requires revision) and "hard reject" (content permanently declined). See our Community Guidelines for details.
  • Algorithmic recommendation: We do not use algorithmic recommendation systems that profile users for content selection.
  • Advertising: We do not serve targeted advertising. The Donate button leads to voluntary support.
  • Annual transparency report: We will publish a report on content moderation activities annually as required by DSA Art. 15.
